Assessment cycle segments

Here's an example.

Let's say there are 3 cost centers X, Y  and Z

I want to allocate actuals postings in X to other cost centers

This is how I want to do it.

Irrespective of the actual posting amount, I want to retain a fixed value of $ 2000 in the cost center each month and allocate everything else.

So I created an assessment cycle

Let's say the assessment cost element is 3100

A) The first segment moves a fixed amount of $2000 from cost center X to cost center Y.

B) The second segment reads all postings into cost center X including the posting that was done in first segment using assessment cost element 3100 and allocates the total to cost center Z

C) The third segment brings back the $2000 into cost center X from cost center Y.

Please note that I'm using the same secondary cost element 3100 in all three segments.

When I run the above cycle,  the segments seem to be running independently and not in sequence.

Step B) above does not even read the fixed amount allocation that has happened in step A) in the first segment.

If I run the above steps as separate cycles in themselves, the whole flow works correctly

But when run as different segments within the same cycle, the step B does not work properly. It allocates some meaningless number.

Can someone help me identify what I am missing here?
